Where to live in Kobe: mountain side, sea side, and rail lines

Kobe housing depends on slopes, sea wind, JR, Hankyu, Hanshin, earthquake standards, hazard maps, and supermarket access, not only minutes to Sannomiya.

Kobe is a narrow city between the Rokko mountains and the sea. Two apartments both listed as “X minutes to Sannomiya” can feel completely different depending on whether they sit uphill, near the coast, on JR, Hankyu, or Hanshin, and near a real supermarket.

For Osaka commuting, JR or Hankyu areas within 10-20 minutes of Sannomiya are the easiest balance. Choosing Tarumi or Nishi Ward only for rent can turn Umeda commuting into a 45-60 minute routine.

Mountain side and sea side

The mountain side sits on the southern foot of the Rokko range, with some residential areas at 100-200 m elevation. Summers can be 3-5C cooler than the center, and views are wide, but slopes of 10-15% make bicycle commuting unrealistic in some pockets.

The sea side includes the waterfront, Suma, Tarumi, and Maiko. Winter sea wind lowers the perceived temperature. Before signing, check landslide hazard maps for the mountain side and storm-surge hazard maps for the coastal side.

The 1995 earthquake

The Great Hanshin-Awaji Earthquake struck in January 1995 with magnitude 7.3. Nagata, Nada, and Higashinada saw concentrated building damage, and some older pre-1981 buildings remain in the city.

For rentals, confirm the construction year. Buildings completed after June 1981 meet the newer earthquake-resistance standard and should be treated as a basic floor. Cheaper apartments require extra checks for structure, ground conditions, evacuation routes, and hazard maps.

Renting as a foreign resident

Kobe has about 45,000 foreign residents, around 3% of the city’s population. The Kobe International Community Center, KICC/KIFA-related support services, provide multilingual life consultation including housing topics.

Common rental barriers include guarantors, key money, deposits, and emergency contacts. UR rental housing can be easier because many units do not require a guarantor. In ordinary rentals, deposit and key money may each be 1-2 months of rent.

Daily facilities

Sannomiya and Motomachi have many restaurants, but not many 24-hour supermarkets. Daily groceries often depend on department-store basements, small supermarkets, or shopping on the way home.

Nishi Ward, Tarumi, and Maiko have larger supermarkets such as Aeon, but some locations assume car access. During viewings, check the walk to a supermarket, drugstore, and clinic with the actual slope, not only the flat map distance.
